Important changes in the procedure for importing goods into the EU by rail and road transport

The Director for Customs at the Directorate-General for Taxation and Customs Union (TAXUD) of the European Commission, Mr. Matthias PETSCHKE, has distributed a letter reminding that from 1 April 2025, the European Union's customs security and protection system, the Import Control System 2 (ICS2), will require all economic operators (in EU law terminology - economic operators), primarily rail and road carriers, to provide data on goods shipped to or through the EU in advance of their arrival, by submitting an Entry Summary Declaration (ENS).

The European Commission is asking for help in communicating this information to key economic operators and other stakeholders in our country. This will help avoid unnecessary disruptions and delays at EU customs.

Please note that the requirements of ICS2 also apply to postal and express carriers, other actors such as logistics service providers. Under certain circumstances, final consignees established in the EU will also have to submit ENS data to ICS2. Similar security and data protection requirements already apply to air, maritime and inland waterway transport.

In case of not being ready by 1 April 2025, economic operators must contact the National Helpdesk of the EU Member State where they registered and obtained their EORI number no later than 1 March 2025 to request a “deployment window”.
